Texas tribal members

Texas tribal health plans: what's covered and what you'll pay

If you're a member of a federally recognized tribe in Texas, federal law gives you special Marketplace plans with lower or $0 out-of-pocket costs, enrollment in any month, and no medical questions. Members of the Ysleta del Sur Pueblo, Kickapoo Traditional Tribe of Texas and Alabama-Coushatta Tribe qualify, and so does any member of a federally recognized tribe living in Texas.

Enroll any month of the year

Tribal members can sign up for or switch Marketplace plans once a month, every month — no waiting for open enrollment.

No medical questions

Acceptance is guaranteed. Nobody can be turned away or charged more because of their health history.

Every pre-existing condition covered

Diabetes, heart conditions, cancer, pregnancy — covered from day one, with no waiting periods and no exclusions.

Often $0 a month

After premium tax credits, many tribal households pay nothing per month — and under 300% of the federal poverty level, $0 deductibles and copays too.

Keep your tribal clinic

Your plan works alongside IHS, tribal and urban Indian health care — and adds hospitals and specialists outside the tribal system.

Covers your household

Eligible family members in the same household can qualify for the same year-round enrollment and savings.

*Some ACA plans in some areas have a small one-time enrollment fee due to little or no broker compensation. Agency enrollment fees never apply to Medicare products.

Texas has not expanded Medicaid, so most working-age adults get coverage through the Marketplace. Children and pregnant women may qualify for Medicaid or CHIP.

What every plan covers

  • Doctor visits, specialists and preventive care (checkups, screenings, vaccines at $0)
  • Emergency care and hospital stays, including outside the tribal system
  • Prescription drugs
  • Maternity and newborn care
  • Mental health and substance use care
  • Lab work, X-rays and imaging
  • Pediatric dental and vision for children
  • Rehabilitation services and medical equipment

Your plan works alongside IHS, tribal and urban Indian clinics, so you keep your clinic and add hospitals and specialists anywhere in the plan's network.

How enrollment works, step by step

  1. Gather your documents. Your tribal enrollment or citizenship card (or CDIB), Social Security numbers for everyone applying, and an income estimate for the coverage year.
  2. Apply through the Marketplace. The application asks whether anyone is a member of a federally recognized tribe — that answer unlocks the tribal cost-sharing plans and the year-round enrollment window.
  3. Compare the plans offered to you. If your income is at or below 300% FPL, look for the zero cost-sharing versions; at any income, the limited cost-sharing versions remove costs for IHS and tribal care.
  4. Enroll, then keep your clinic. Your IHS, tribal or urban Indian clinic stays your home base. The plan covers hospitals, specialists and emergency care outside it — and referral rules can make that outside care $0 too.

How a Marketplace plan works with IHS and tribal clinics

A tribal Marketplace plan is designed to wrap around the care you already get. Care from IHS, tribal and urban Indian health providers has $0 cost sharing on any tribal plan, at any income. When your tribal or IHS provider refers you to an outside specialist or hospital, that referred care can also carry $0 cost sharing. Without a referral, outside care follows the plan's normal copays and deductible — so the referral step matters.
